Hainan Huayang Marine Cooperation and Governance Research Center (hereinafter referred to as "Huayang Marine Research Center") is a comprehensive marine policy research institution dedicated to promoting the peaceful use and sustainable development of the ocean. It conducts interdisciplinary and cross-sectoral research on marine-related issues. Researcher Wu Shicun, Founding President and Chairman of the Academic Committee of the National Institute for South China Sea Studies, concurrently serves as Chairman of the Center.

Headquartered in Yazhou Deep-Sea Science and Technology City, Sanya, the Center has its Haikou office in Jiangdong New Area, a liaison office in Beijing, and the Huayang Yellow Sea Research Center established in Yancheng, Jiangsu Province.

Huayang Marine Research Center shoulders the sacred missions of advancing global ocean governance and sustainable development, building China into a strong maritime country, and supporting Hainan’s endeavor to "strengthen itself through marine development". Focusing on the implementation of China’s national maritime strategy, marine protection and sustainable utilization, safeguarding peace and stability in the South China Sea, and promoting international marine cooperation and public diplomacy, it strives to build a new type of world-class professional marine think tank with Chinese characteristics. The Center carries out interdisciplinary basic research, policy consultation, professional training, international exchanges, and consulting services for marine-related institutions and enterprises.

The research team of the Center is composed of distinguished experts and scholars from home and abroad in such fields as international relations, international law, regional security, marine science, marine environmental protection, marine biology, and energy resources. It has formed a young, international, multidisciplinary and cross-sectoral professional team with Researcher Wu Shicun, Chairman of the Center, as the chief expert.
