From March 2 to March 4, the "2026 China–Russia Sanya Dialogue," jointly organized by the China Public Diplomacy Association, the Russian International Affairs Council, the Academy of Contemporary China and World Studies, and the Beijing Dialogue, was held in Hainan. Wu Shicun, Chairman of the Huayang Center for Maritime Cooperation and Ocean Governance and Chairman of the Academic Committee of the National Institute for South China Sea Studies, was invited to attend and delivered remarks during the themed dialogue session on "China, Russia, and the Global South: A 2026 Trends Outlook."

Chen Xu, President of the China Public Diplomacy Association; Ivan Polyakov, Vice President of the Russian International Affairs Council; Yu Yunquan, Deputy Director of the China International Communications Group (CICG); Li Shimo, Director of the Beijing Dialogue Advisory Committee; and Ivan Timofeev, Director General of the Russian International Affairs Council, delivered opening remarks. Li Yafang, Deputy Editor-in-Chief of CICG and President of the Academy of Contemporary China and World Studies, delivered closing remarks. The opening ceremony was hosted by Han Hua, Co-founder and Secretary-General of the Beijing Dialogue.

In his remarks, Wu Shicun briefly reviewed his participation in the 62nd Munich Security Conference and, drawing on his observations there, offered an outlook on the international landscape in 2026. He noted that the postwar international order established since 1945 is undergoing structural loosening that is difficult to reverse. The world, he said, is in a transitional phase in which the authority of the old order is waning while a new order has yet to take shape; uncertainty continues to rise, and there is a growing tendency for power and interests to supplant rules and institutions.

In his view, the international order is moving toward a more diverse, multi-layered form of multi-polarity, with China and the United States as the principal forces. Russia, he argued, needs to assess the impact of the Russia–Ukraine conflict on its domestic economy and stability, while Europe must advance strategic autonomy; deepening transatlantic differences, he added, will accelerate the reshaping of the order. Wu also predicted that the trajectory of the Russia–Ukraine conflict remains unclear and that an end to the war in the near term is unlikely.

As an important annual platform for China–Russia public diplomacy and think tank exchanges, the "China–Russia Sanya Dialogue" has been held for three times. More than 30 experts and scholars from China and Russia—spanning strategy, diplomacy, think tanks, finance, media, and other fields—engaged in in-depth discussions on key topics including priorities for China–Russia cooperation in 2026, U.S.–Israeli military actions against Iran, the rebuilding of Europe's order, and the reshaping of trade rules in the post-globalization era.
